Refaire de la construction européenne une épopée/ Building Europe, building a new epic/ Die Einigung Europas zur Vollbringung neuer Heldentaten

Ce n'est pas en faisant appel au sens civique ou en rappelant en boucle aux Européens tout ce qu'ils doivent à la construction européenne qu'on les convaincra d'aller voter. C'est en répondant à leurs critiques, souvent justifiées et en ouvrant de nouvelles perspectives, résolument tournées ves le vingt et unième siècle, pour que la construction européenne redevienne ce qu'elle fut pour ses fondateurs, une épopée. C'est le sens de la note de propositions que j'ai écrite avec mon ami Patrick Lusson, pour partager ces idées avec vous.
It won't be sufficient to call upon the citizens ethics or to recall all that we Europeans owe the European Union building process to convince them to vote at the coming European parliement elections. We need to respond to their often legitimate critics and to open new avenues, geared by the twenty first century challenges, in order to build a new epic for Europe, as it has been the case for its Founding fathers. This is what we have intended to do with my friend Patrick Lusson, when sharing these insights with you
Construire la communauté européenne par l'unification de son marché intérieur n'a jamais été l'objectif ni même la préoccupation initiale des fondateurs de l'Europe.Ll'objectif, c'était une paix durable. C'est l'échec de la Communauté européenne de défense qui a fait de cette unification le "plan B" de la construction européenne. Mais la place de l'économie dans la construction européenne est devenue disproportionnée : l'Union Européenne a les caractéristiques d'un Etat unitaire pour l'unification du marché et d'un non Etat pour tout le reste. Cette unification des normes est maintenant contre performante: dans le contexte politique actuel, où l'Euroscepticisme domine on ne peut accroître les pouvoirs du niveau européen, nécessaires pour construire une Europe cohérente et qui pèse dans les affaires du monde, sans relâcher en contrepartie un certain nombre de contraintes résultant de l’unification du marché.

The unification of the market that brought Europe together after the failure of the European Defence Community system is now defeating its purpose: it has become the stepping stone for liberal globalisation; and given that there is no strong political power in place, it has become the weak link in the chain of globalisation. Economy plays a disproportionately large role in the construction of Europe: the European Union resembles a single unified State in terms of market unification, rather that a State in all other ways. This unification of norms s now counterproductive: In the current Euro-scepticism-dominated political context, the European power that is needed to build a coherent Europe that would be capable of carrying greater weight in global affairs cannot be increased without making certain compromises, and without doing away with a certain number of constraints that result from market unification.
Les propositions que nous faisons et qui sont jointes ici en trois langues, français, anglais et allemands portent sur trois thèmes: A. Construire les raisons d’être de l’Europe, les objectifs et les valeurs communs à l'Europe, en adoptant une Charte constitutive de l'Union Européenne qui intégrera dans son préambule le principe de responsabilité; Cette élaboration devra se faire collectivement en donnant la parole aux citoyens européens; B. Repenser de fond en comble la gouvernance européenne, qui doit être à multi-niveaux et fondée sur le principe de subsidiarité active; C. Passer de l'économie à l'oeconomie, terme utilisé jusqu'au 18è siècle et qui signifiait: assurer le bien être de tous dans le respect des limites des ressources naturelles disponibles. Cela impliquera par exemple de créer une "monnaie carbone" à partir de quotas territoriaux et individuels négociables et de rénégocier les règles de l'OMC pour faire des filières de production durable la colonne vetébrale du commerce international;
